Allocation of resources without limits or throttling vulnerability in the Apache Struts REST plugin. (CVE-2026-104713)
Description
A vulnerability in the Apache Struts REST plugin allows unbounded allocation of memory when processing a request body, potentially exhausting the Java heap and causing denial of service. This affects multiple versions of Apache Struts, specifically from 2.1.8 through 2.3.37, 2.5.0 through 2.5.33, 6.0.0 through 6.11.0, and 7.0.0 through 7.3.0. The issue does not require any additional settings to be enabled and only impacts applications using the REST plugin. Upgrading to Apache Struts versions 6.12.0 or 7.4.0 resolves the vulnerability.

Technical Analysis
CVE-2026-104713 describes a resource allocation vulnerability in the Apache Struts REST plugin where the request body is read into memory without any limit or throttling. This can lead to excessive memory consumption proportional to the request size, exhausting the Java heap and resulting in denial of service for other users. The vulnerability affects Apache Struts versions >=2.1.8 <2.3.38, >=2.5.0 <2.5.34, >=6.0.0 <6.12.0, and >=7.0.0 <7.4.0. Applications not using the REST plugin are not affected. The vendor has fixed this issue in versions 6.12.0 and 7.4.0.
Potential Impact
The vulnerability can cause denial of service by exhausting the Java heap memory on the server when processing a single large request body without size limits. This impacts availability but does not affect confidentiality or integrity. No known exploits are reported in the wild.
Mitigation Recommendations
Users should upgrade affected Apache Struts versions to 6.12.0 or 7.4.0 where the vulnerability is fixed. No additional configuration or settings are required to mitigate this issue. Applications not using the REST plugin are not affected.
