Until a fix is available, avoid deserializing untrusted QPY payloads and restrict local access to trusted users only.

Description

IBM Qiskit SDK versions 2.4.0 through 2.6.1 contain a vulnerability where deserialization of untrusted QPY payloads can cause unbound recursion, leading to denial of service. This flaw allows a local attacker to crash the application by exploiting the deserialization process.
