Until a fix is available, restrict network access to the Jenkins setup endpoint and monitor for unauthorized account creation attempts.
Description
A race condition vulnerability exists in Jenkins versions 2.587 and earlier, including LTS 2.580.1 and earlier, where the HTTP endpoint for creating the first user account does not verify if the setup wizard has completed. This flaw allows unauthenticated attackers to create an administrator account during the initial user account replacement process.
