Technical Analysis

CVE-2026-15970 is a non-canonical URL authorization bypass vulnerability in HashiCorp Consul Community Edition and Enterprise versions 1.20.1 through 2.0.2. The flaw occurs when a service proxy uses a custom public listener, enabling an authenticated mesh workload to access HTTP paths that should be blocked by path-based deny intentions. This represents an L7 intention authorization bypass. The vulnerability is addressed in Consul 2.0.3 and Enterprise versions 1.21.17, 1.22.11, and 2.0.3.

Potential Impact

An authenticated mesh workload can circumvent path-based deny intentions, potentially accessing HTTP paths that should be restricted. The impact is limited to confidentiality and integrity at a low level, with no availability impact. The CVSS score is 4.2 (medium severity), indicating a moderate risk under conditions requiring network access with low privileges and high attack complexity.

Mitigation Recommendations

A fix is available in Consul 2.0.3 and Consul Enterprise 1.21.17, 1.22.11, and 2.0.3. Users should upgrade to these versions to remediate the vulnerability. No other vendor advisories or temporary mitigations are provided.
