CVE-2026-55588: CWE-400: Uncontrolled Resource Consumption in oras-project oras
Description
ORAS CLI versions up to and including 1.3.2 have a vulnerability where recursive referrer traversal does not track visited descriptors, allowing a malicious OCI registry to cause unbounded recursion and memory growth. This leads to client-side denial of service by exhausting CPU and memory resources, affecting commands like oras discover, backup, and restore. The issue is fixed in version 1.3.3.

Technical Analysis
ORAS (OCI Registry As Storage) CLI versions up to 1.3.2 have an uncontrolled resource consumption vulnerability (CWE-400) due to recursive referrer traversal that does not track visited descriptors. A malicious OCI registry can present a cyclic referrer graph causing unbounded recursion and memory growth, resulting in denial of service on the client side. This affects the oras discover command (which defaults to unlimited recursion depth) and recursive referrer counting in oras backup and restore workflows. The vulnerability does not allow code execution, artifact substitution, or integrity bypass. The issue is resolved in ORAS version 1.3.3.
Potential Impact
A malicious OCI registry can exploit this vulnerability to cause client-side denial of service by exhausting CPU and memory resources, leading to hanging or failure of automation or CI/CD pipelines that use ORAS CLI against untrusted registries. There is no impact on confidentiality, integrity, or code execution.
Mitigation Recommendations
Upgrade ORAS CLI to version 1.3.3 or later, where this vulnerability is fixed. Prior to upgrading, avoid running oras discover, backup, or restore commands against untrusted OCI registries or limit recursion depth explicitly if possible.
