A patch is available and should be applied to affected Linux kernel versions to enforce proper CAP_NET_ADMIN checks in the ipip subsystem. The vendor advisory confirms that this issue has been fixed. Users should update to patched kernel versions as provided by their distribution.
Description
A vulnerability in the Linux kernel's IP-in-IP (ipip) networking code allowed a caller with CAP_NET_ADMIN capability in one network namespace to modify tunnel devices in another namespace without proper authorization. This was due to insufficient capability checks in the ipip_changelink() function. The issue has been resolved by enforcing CAP_NET_ADMIN checks against the network namespace of the tunnel device before processing any attributes.
