Description

Craft CMS versions 5.0.0-RC1 through 5.10.11 have a missing authorization check in the UsersController::actionActivateUser function. This flaw allows authenticated users with the administrateUsers permission, but who are not administrators, to activate administrator accounts that are pending or deactivated. This can lead to permission escalation when combined with resetting the administrator account's password. The vulnerability is fixed in version 5.10.12.
