Description

HashiCorp Consul and Consul Enterprise have an authorization bypass vulnerability (CVE-2026-87107) in the catalog deregistration path. This flaw allows a local ACL token with service:write or node:write permissions to delete services, checks, or nodes imported from a peered cluster without proper authority over the peer origin. The issue is fixed in Consul 2.0.4 and Consul Enterprise versions 1.21.18, 1.22.12, and 2.0.4.

Technical Analysis

CVE-2026-87107 is an authorization bypass vulnerability in HashiCorp Consul and Consul Enterprise affecting the catalog deregistration path. A local ACL token possessing service:write or node:write permissions can exploit this flaw to remove catalog objects (services, checks, nodes) imported from a peered cluster, even without having authority over the peer origin. This improper authorization is classified under CWE-863. The vulnerability is addressed in Consul 2.0.4 and Consul Enterprise 1.21.18, 1.22.12, and 2.0.4.

Potential Impact

An attacker with local ACL tokens having service:write or node:write permissions can delete peer-imported catalog objects without proper authorization, potentially disrupting service discovery and cluster operations. The vulnerability does not impact confidentiality but can affect integrity and availability of the catalog data.

Mitigation Recommendations

Apply the official fixes by upgrading to Consul 2.0.4 or Consul Enterprise 1.21.18, 1.22.12, or 2.0.4. These versions contain the patch that corrects the authorization bypass in the catalog deregistration path.
