Dvc: tqdm CLI arguments injection attack (CVE-2024-34062)
### Impact Any optional non-boolean CLI arguments (e.g. `--delim`, `--buf-size`, `--manpath`) are passed through python's `eval`, allowing arbitrary code execution.
