Rabbitmq server: RabbitMQ is a messaging and streaming broker. (CVE-2026-66078)
Description
CVE-2026-66078 is a medium severity vulnerability in RabbitMQ server versions from 3.13.0 up to but not including 3.13.15, and specific 4.x versions (4.0.20, 4.1.11, 4.2.6). It allows an administrator with the administrator tag to bypass a protection mechanism and delete protected-tagged service accounts via the bulk-delete API endpoint. This bypass occurs because the bulk-delete endpoint calls an internal delete function that lacks the protected-tag check present in the single user delete endpoint. The issue is fixed in RabbitMQ versions 3.13.15, 4.0.20, 4.1.11, and 4.2.6.

Technical Analysis
RabbitMQ server versions 3.13.0 through 3.13.14 and certain 4.x versions contain a vulnerability where the bulk-delete API endpoint for users bypasses the protected-tag check that prevents deletion of protected users. While the single user deletion endpoint enforces a check to refuse deletion of users tagged as protected, the bulk-delete endpoint directly calls an internal delete function without this check. As a result, an attacker with administrator privileges can delete protected-tagged service accounts by using the bulk-delete API, circumventing intended safeguards. This vulnerability is addressed in RabbitMQ versions 3.13.15, 4.0.20, 4.1.11, and 4.2.6.
Potential Impact
An attacker with administrator privileges can delete protected-tagged service accounts via the bulk-delete API endpoint, bypassing the safeguard that normally prevents deletion of such accounts. This could disrupt service operations or remove critical accounts, impacting availability. There is no confidentiality or integrity impact reported. The CVSS 3.1 score is 5.5 (medium severity), reflecting network attack vector, low attack complexity, high privileges required, no user interaction, unchanged scope, no confidentiality impact, limited integrity impact, and high availability impact.
Mitigation Recommendations
A fix is available in RabbitMQ versions 3.13.15, 4.0.20, 4.1.11, and 4.2.6. Users should upgrade to these versions or later to remediate this vulnerability. No other mitigation or workaround is indicated by the vendor advisory.
