Upgrade to Starlette version 1.167.0 or later, which includes a fix that enforces max_fields and max_part_size limits for application/x-www-form-urlencoded requests. The patched parser raises errors before accumulating excessive fields or large field sizes. Configure these limits as needed via request.form(max_fields=..., max_part_size=...) to suit your application's requirements.
Description
Starlette's request.form() method does not enforce configured limits on max_fields and max_part_size for application/x-www-form-urlencoded content types, allowing an attacker to send requests with an arbitrarily large number of fields or very large fields. This can cause denial of service by blocking the event loop or exhausting memory. The issue affects Starlette and FastAPI applications using vulnerable versions. A patch is available that enforces these limits for url-encoded bodies.
