Description

ZoneMinder versions prior to 1.36.39, 1.38.4, and 1.39.11 contain an authorization bypass vulnerability allowing authenticated low-privileged users with Events=View and/or Snapshots=View permissions to access private surveillance media from monitors they should not have access to. The user interface hides restricted monitors, but direct media requests using arbitrary event IDs bypass access controls, exposing private footage. The issue is fixed in versions 1.36.39, 1.38.4, and 1.39.11.

Technical Analysis

ZoneMinder is an open source CCTV software. Versions before 1.36.39, 1.38.4, and 1.39.11 allow authenticated users with limited permissions (Events=View and/or Snapshots=View) to bypass event/monitor-level access controls by directly requesting media with arbitrary event IDs (eid). Although the UI hides unauthorized monitors and events, the backend media streaming endpoint does not enforce these ACLs, resulting in unauthorized access to private surveillance footage across monitor boundaries. This vulnerability is addressed in versions 1.36.39, 1.38.4, and 1.39.11.

Potential Impact

An authenticated low-privileged user can access private surveillance media from monitors they are not authorized to view, violating confidentiality. There is no impact on integrity or availability. This exposure of sensitive video footage can lead to privacy breaches.

Mitigation Recommendations

Upgrade ZoneMinder to version 1.36.39, 1.38.4, or 1.39.11 or later, where the issue is fixed. No other mitigations are indicated by the vendor advisory.
