The QUIC stream reassembly algorithm in OpenSSL suffers from a performance degradation issue when packets arrive out of order. This degradation can escalate to quadratic time complexity relative to the number of buffered stream frames. An attacker who completes the QUIC handshake can exploit this by sending compliant STREAM frames in a sequence that forces excessive CPU consumption, potentially causing a denial of service with low bandwidth usage. The vulnerability is due to inefficient algorithmic complexity in managing received QUIC stream fragments using a doubly-linked list and linear searches for non-append operations.
