A vulnerability in the Linux kernel's L2TP subsystem allows an unprivileged local user with CAP_NET_ADMIN in a network namespace to indefinitely pin a host CPU. This occurs due to improper list removal in l2tp_session_unhash(), causing a CPU hang during list traversal under RCU read lock. The issue is fixed by replacing list_del_init() with list_del_rcu() to ensure safe concurrent list access without stalling RCU grace periods.
