The set_sctp_state() function incorrectly reads the SCTP chunk header offset for IPv6 packets with extension headers, causing the state machine to misinterpret SCTP handshake packets. This leads to incorrect connection state transitions and timeout handling, potentially affecting SCTP connection tracking accuracy.
