The issue arises because the topology change timer can be armed while the bridge is administratively down, which is not intended. This leads to a use-after-free condition when the bridge is deleted. The fix involves adding a missing check to prevent the timer from being armed in this state and synchronously shutting down the timers upon bridge deletion.
