This function was supposed to indicate whether the available index had been updated but instead returned whether all entries had been consumed. This discrepancy could cause the host to enter a livelock state when the guest is not making progress, especially when mergeable buffers are enabled. The issue stems from changes in how vhost_enable_notify compares indices, leading to improper notification handling. The fix corrects vhost_get_avail_idx to accurately report new entries.
