The issue involved a potential deadlock caused by acquiring cgroup_lock() after write-locking scx_cgroup_ops_rwsem, which could lead to circular wait conditions involving cgroup_mutex and kernfs locks. The fix ensures cgroup_lock() is taken first, preventing the deadlock scenario.
