A vulnerability in the OpenSSL QUIC stack allows a malicious remote peer to flood the local QUIC implementation with NEW_CONNECTION_ID frames by bypassing limits on how many connection IDs can be used. This causes the local stack to allocate excessive memory (~400MB) due to sending RETIRE_CONNECTION_ID frames for each new connection ID without proper acknowledgment handling. The flaw stems from incorrect logic in retiring connection IDs prematurely, contrary to RFC 9000 requirements.
