CVE-2026-73635: CWE-770 Allocation of Resources Without Limits or Throttling in Apache Software Foundation Apache Struts

Medium
Published: 08/15/2026 (08/15/2026, 10:38:08 UTC)
Source: GCVE Database
Vendor/Project: Apache Software Foundation
Product: Apache Struts

Description

Apache Struts contains a vulnerability where resource allocation is not limited or throttled when no fixed locale is configured. This allows an unauthenticated remote attacker to cause the framework's localized-text caches to grow without bound by manipulating the locale in incoming requests, potentially exhausting the Java heap and causing a denial of service. Applications that configure a fixed locale are not affected. The issue affects multiple version ranges of Apache Struts and is fixed in versions 6.11.0 and 7.3.0.

Technical Analysis

CVE-2026-73635 is a resource exhaustion vulnerability in Apache Struts affecting versions 2.0.0 through 2.3.37, 2.5.0 through 2.5.33, 6.0.0 through 6.10.0, and 7.0.0 through 7.2.1. When no fixed locale is configured, the locale for localized-text lookups is derived from the incoming request, allowing an unauthenticated remote client to cause the internal localized-text caches to grow indefinitely. This unbounded growth can exhaust the Java heap, resulting in denial of service to other users. The vulnerability is mitigated by configuring a fixed locale or upgrading to Apache Struts versions 6.11.0 or 7.3.0 where the issue is fixed.

Potential Impact

An unauthenticated remote attacker can cause the Apache Struts framework to consume excessive memory by forcing unbounded growth of localized-text caches, leading to Java heap exhaustion and denial of service. This impacts availability of applications using vulnerable versions without a fixed locale configuration.

Mitigation Recommendations

Users should upgrade to Apache Struts versions 6.11.0 or 7.3.0 where this vulnerability is fixed. Alternatively, configuring a fixed locale in the application prevents exploitation of this issue. No other mitigation is indicated by the vendor advisory.
