This allows an unauthenticated remote attacker to cause the framework's localized-text caches to grow without bound by manipulating the locale in incoming requests, potentially exhausting the Java heap and causing a denial of service. Applications that configure a fixed locale are not affected. The issue affects multiple version ranges of Apache Struts and is fixed in versions 6.11.0 and 7.3.0.
