CVE-2025-23390: CWE-295: Improper certificate validation in SUSE fleet
Description
A vulnerability has been identified within Fleet where, by default, Fleet will automatically trust a remote server’s certificate when connecting through SSH if the certificate isn’t set in the `known_hosts` file. This could allow the execution of a man-in-the-middle (MitM) attack against Fleet. In case the server that is being connected to has a trusted entry in the known_hosts file, then Fleet will correctly check the authenticity of the presented certificate.

Technical Analysis
The vulnerability identified as CVE-2025-23390 in SUSE Fleet involves improper certificate validation (CWE-295) during SSH connections. By default, Fleet trusts remote server certificates that are not listed in the known_hosts file without proper verification, which could enable a MitM attack. Proper validation occurs only if the server's certificate is pre-registered in known_hosts. The CVSS 3.1 base score is 6.3, indicating medium severity with network attack vector, low attack complexity, and low privileges required.
Potential Impact
An attacker capable of intercepting SSH connections to Fleet servers could exploit this vulnerability to perform a man-in-the-middle attack, potentially leading to information disclosure, integrity compromise, and availability impact. The risk is mitigated if the server's certificate is already trusted in the known_hosts file.
Mitigation Recommendations
No explicit patch or official fix is provided in the input data. Users should ensure that all trusted servers are properly listed in the known_hosts file to enforce correct certificate validation. Patch status is not yet confirmed — check the SUSE vendor advisory for current remediation guidance.
