Decidim verifications: Decidim: CSV census record endpoints improper authorization (CVE-2026-45415)

0
Medium
Published: 07/13/2026 (07/13/2026, 17:17:33 UTC)
Source: GCVE Database
Product: decidim-verifications

Description

Decidim's CSV census record admin endpoints lack proper authorization checks, allowing participant managers to access and modify census records. This improper access control enables participant managers, who should only manage participants, to create, update, or delete CSV census rows. The vulnerability affects Decidim versions prior to 0.30.9. The issue was identified as broken access control and has been addressed in patches referenced in Decidim's GitHub repository.

Technical Analysis

The vulnerability in Decidim's CSV census record management interface under /admin/csv_census/census_logs allows participant managers to bypass intended admin-only authorization. This flaw permits them to render and mutate Decidim::Verifications::CsvDatum records, including creating, updating, and deleting census rows. Normal participant accounts do not have this access, indicating the flaw is specific to participant managers. The improper authorization violates access control principles (CWE-285) and can corrupt verification data used in authorization workflows. The issue is fixed in versions 0.30.9 and later.

Potential Impact

Any participant manager can manipulate CSV census records, potentially corrupting verification data that authorization workflows depend on. This could lead to unauthorized data modification, impacting data integrity and trustworthiness of census verifications. The vulnerability has a moderate severity rating and does not affect availability but impacts integrity and confidentiality to a limited extent.

Mitigation Recommendations

A fix is available in Decidim version 0.30.9 and later; upgrading to these versions is recommended. Alternatively, disabling the Organization Census verification method can serve as a temporary workaround. No other specific mitigations are indicated by the vendor advisory.
