Improper Authorization vulnerability in Apache ActiveMQ Broker, Apache ActiveMQ All, Apache ActiveMQ. (CVE-2026-61487)
Description
An improper authorization vulnerability exists in Apache ActiveMQ Broker and related distributions, allowing an authenticated low-privilege user to bypass per-destination write access controls. This occurs when sending messages to a temporary composite destination composed of multiple real queues, enabling unauthorized message publishing to any destination in the composite. The issue affects versions before 5.19.9 and from 6.0.0 before 6.2.8. Upgrading to versions 5.19.9, 6.2.8, or 6.3.0 resolves the vulnerability.

Technical Analysis
CVE-2026-61487 describes an improper authorization vulnerability in Apache ActiveMQ Broker and related packages. An authenticated user with low privileges can exploit the handling of temporary composite destinations, whose physical names are comma-separated lists of real queues, to bypass per-destination write ACLs. Because the composite destination is marked as temporary, the authorization checks are skipped, allowing unauthorized message publishing to any queue in the composite. This affects Apache ActiveMQ Broker versions before 5.19.9 and from 6.0.0 before 6.2.8. The vulnerability is fixed in versions 5.19.9, 6.2.8, and 6.3.0.
Potential Impact
The vulnerability allows an authenticated low-privilege user to publish messages to queues for which they do not have write permissions, potentially leading to unauthorized message injection and disruption of messaging workflows. There is no impact on confidentiality or availability reported, but integrity is compromised due to unauthorized message publishing.
Mitigation Recommendations
Users should upgrade Apache ActiveMQ Broker and related packages to versions 5.19.9, 6.2.8, or 6.3.0 or later, where this improper authorization vulnerability is fixed. No other mitigations are specified or required once the upgrade is applied.
