Rabbitmq server: RabbitMQ is a messaging and streaming broker. (CVE-2026-66075)
Description
CVE-2026-66075 affects RabbitMQ server versions prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1. The vulnerability allows a user with monitoring privileges to restart any federation link, a state-changing operation that disrupts message flow. This occurs because the authorization check for the /federation-links/.../restart route incorrectly uses a monitoring authorization function that permits DELETE methods without per-method elevation checks. The issue requires the rabbitmq_federation and rabbitmq_federation_management plugins to be enabled. The vulnerability is fixed in the specified versions.

Technical Analysis
RabbitMQ server prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1 contains an authorization flaw in the /federation-links/.../restart route. The is_authorized/2 function uses is_authorized_monitor, which accepts the monitoring tag, while allowed_methods permits DELETE. The delete_resource/2 function triggers rabbit_federation_link_sup:restart without a per-method elevation check, allowing a read-only monitoring user to restart federation links. This state-changing operation disrupts message flow. The vulnerability requires the rabbitmq_federation and rabbitmq_federation_management plugins to be enabled and attacker credentials with the monitoring tag. The issue is fixed in the stated versions.
Potential Impact
An attacker with monitoring credentials can restart any federation link, disrupting message flow in RabbitMQ. This is a state-changing operation that should not be permitted for read-only monitoring users. The disruption could affect message delivery and system stability in environments using federation links.
Mitigation Recommendations
This vulnerability is fixed in RabbitMQ versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1. Users should upgrade to these or later versions to remediate the issue. No additional mitigations are specified or required beyond applying the official fix.
