Rabbitmq server: RabbitMQ is a messaging and streaming broker. (CVE-2026-67218)
Description
CVE-2026-67218 is a privilege escalation vulnerability in RabbitMQ server's HTTP API when the rabbitmq_stream_management plugin is enabled. Prior to versions 4.0.22, 4.1.11, 4.2.6, and 4.3.0, users with management tag and vhost access but without configure permissions can create super-streams via the HTTP API due to missing permission checks. This allows creation of persistent cluster-wide resources without proper authorization. The issue is fixed in the specified versions.

Technical Analysis
RabbitMQ server versions prior to 4.0.22, 4.1.11, 4.2.6, and 4.3.0 contain a privilege escalation vulnerability in the HTTP API of the rabbitmq_stream_management plugin. The accept_content/2 function calls rabbit_stream_manager:create_super_stream directly after is_authorized, which only verifies management tag and vhost access but does not enforce configure permissions on the exchange and partition queues. The stream-protocol path correctly enforces configure permissions on each resource, but the HTTP handler omits this check entirely. Consequently, a user with management tag and vhost access but no configure permissions can create super-streams (an exchange plus multiple partition queues and bindings) via the HTTP API, escalating privileges from view-only to resource creation. The vulnerability is fixed in versions 4.0.22, 4.1.11, 4.2.6, and 4.3.0.
Potential Impact
An attacker with management tag and vhost access but lacking configure permissions can escalate privileges to create persistent cluster-wide resources (super-streams) via the HTTP API. This undermines intended access controls and could lead to unauthorized resource creation within the RabbitMQ cluster. There is no indication of remote code execution or data disclosure from the provided data.
Mitigation Recommendations
Upgrade RabbitMQ server to version 4.0.22, 4.1.11, 4.2.6, or 4.3.0 or later where this issue is fixed. The fix enforces configure permissions on the HTTP API path for super-stream creation, aligning it with the stream-protocol path. No other mitigation is indicated by the vendor advisory.
