This flaw allows authenticated users with Editor-level or higher privileges to read arbitrary files on the server. The vulnerability arises because the plugin's combine_current_css() function improperly trusts stylesheet link href values, converting them to filesystem paths without restricting them to the WordPress root directory or ensuring they have a .css extension.
