The vulnerability arises from insufficient input sanitization and output escaping of the 'regionArray' parameter. Exploitation requires the 'Support Google Consent Mode (GCM)' setting to be enabled, which is disabled by default. The AJAX handler lacks nonce or capability checks, allowing any authenticated user, including those with Subscriber-level access, to overwrite the vulnerable setting.
