CVE-2026-17545 is a vulnerability in PHP on Windows platforms where the filesystem and stream APIs improperly handle reserved device names such as CON, PRN, AUX, NUL, COM1 to COM9, LPT1 to LPT9, CONIN$, and CONOUT$. This allows an attacker to supply a filename that causes PHP to open a device instead of a regular file, potentially blocking or hanging requests and exhausting worker processes.
