ENTITY> declarations are expanded without limits, leading to exponential resource consumption (the 'billion laughs' attack). This occurs when processing the PIDF body of a SIP PUBLISH request before authentication, allowing unauthenticated attackers to cause denial of service by exhausting CPU and memory.
