It involves allocation of resources without limits or throttling in the HTTP/2 connection-level flow control, allowing an unauthenticated remote attacker to indefinitely pin an unbounded number of HTTP/2 stream processes. This leads to resource exhaustion as stalled streams hold process and connection resources indefinitely.
