It involves uncontrolled resource consumption via unauthenticated RPC frames in the floodsub protocol, which can cause CPU exhaustion and memory growth leading to denial of service and node unavailability. The issue arises because the subscription processing lacks per-frame limits and bypasses message signature validation. This vulnerability has been fixed in version 11.0.26.
