GHSA-66m8-c62j-h6v5: jxl-oxide: `FrameBuffer::new` creates out-of-bounds slices on overflow

The jxl-oxide crate has a vulnerability in its FrameBuffer::new function where unchecked usize multiplication can lead to creating undersized buffers. This causes panics during buffer initialization on 32-bit platforms and can lead to out-of-bounds slice creation through certain safe accessors, potentially causing undefined behavior. However, normal decoding paths do not trigger this undefined behavior because those accessors are not used internally. The vulnerability results in a denial-of-service condition due to panics on out-of-range access.
