The issue occurs when the function fails after partially replacing virtual routers (VRs), and the rollback loop does not correctly revert all prior replacements, causing a reference count leak. This happens because the rollback loop fails to update the VR pointer while decrementing the index, repeatedly operating on the same VR and leaking references to a new routing tree. The fix involves reinitializing the VR pointer inside the error loop to ensure proper rollback of all replaced VRs.
