A vulnerability in the QUIC process causes it to retain memory for packet buffers longer than necessary. A remote attacker can exploit this by sending specially crafted packets to force the QUIC stack to allocate and hold excessive memory. The issue arises because the QUIC stack delays copying stream data from packet buffers to application buffers, holding references to packet buffers until copying completes. This design improves efficiency but allows memory use to grow without limits. The vulnerability is mitigated by monitoring and limiting memory overhead per stream, moving data to the stream buffer once overhead exceeds 64kB. The OpenSSL FIPS module is not affected.
