The issue occurs when the estimator kthread starts with zeroed limits and the network namespace teardown disables IPVS during the initial calculation phase. This leads to the kthread continuing with uninitialized limits, causing it to write past allocated arrays. The fix ensures the kthread exits early if IPVS is disabled or stopping, preventing out-of-bounds writes.
