The issue arises because the TX ring cleanup function only frees a limited number of descriptors, leaving some buffers unreleased and causing memory leaks, especially visible with the RX path's page_pool. This leads to stalled pool shutdowns and persistent memory leaks on interface down or XDP detach events.
