The issue arises because the function ring_buffer_subbuf_order_set() frees buffer pages, which is unsafe if resizing is disabled. This affects non-consuming readers that may access freed memory. The fix involves returning an error (-EBUSY) when resizing is disabled to prevent this unsafe operation.
