The issue involves the RT_PUSH_IPI mechanism, which was designed to reduce latency in PREEMPT_RT configurations but caused live lock conditions in non-PREEMPT_RT systems under heavy networking load. This live lock occurs when softirqs and RT task scheduling interact, causing excessive inter-processor interrupts (IPIs) and preventing CPUs from scheduling tasks properly.
