This leads to an infinite loop where the decoder continually requests more data without consuming any bytes, resulting in unbounded memory growth and eventual JVM memory exhaustion. The issue arises when the 13th byte of the inbound stream is 0xFF, causing sign extension to -1, which matches the sentinel value for 'need more data'.
