The issue arises from a race condition between two loops that handle ring data, where the second loop can write beyond the allocated buffer due to concurrent updates of fence signaling state. This flaw was detected during GPU reset stress testing and results in a non-deterministic out-of-bounds write. The fix adds a boundary check to prevent writing past the allocated ring count.
