A vulnerability in the Linux kernel's network scheduler (net/sched) involving the act_gact and act_police modules allows user space to set an out-of-range fallback control action (TC_ACT_CONSUMED). This causes the kernel to leak one sk_buff structure and its data buffer per packet processed, leading to unbounded memory leakage. The issue arises because the fallback control action is not properly range-checked, unlike the primary control action. The vulnerability has been resolved by adding proper validation to reject invalid fallback actions.
