RabbitMQ versions from 4.0.0 up to but not including 4.0.22, 4.1.14, and 4.2.7 contain a vulnerability where an administrator can crash the node by sending a single request with approximately one million unique tags in the user tags list. This is due to an atom exhaustion issue in the management API's PUT /api/users endpoint. The issue has been fixed in versions 4.0.22, 4.1.14, and 4.2.7.

RabbitMQ server versions 4.0.0 through 4.0.21, versions prior to 4.1.14, and versions prior to 4.2.7 are vulnerable to an atom exhaustion vulnerability in the management API. Specifically, the PUT /api/users endpoint processes the user's tags list by mapping rabbitdatacoercion:toatom/1 over it. Because the management API limits the request body to about 20 MB, this allows an administrator to create or import a user with approximately one million unique tags, causing the node to crash due to atom exhaustion. This denial-of-service condition is remediated in versions 4.0.22, 4.1.14, and 4.2.7.
