Upgrade Tornado to version 6.5.8 or later, where this issue is fixed by properly limiting the number of parsed fields. No other mitigation is indicated by the vendor advisory.
Description
Tornado versions prior to 6.5.8 parse application/x-www-form-urlencoded request bodies without limiting the number of fields, allowing an unauthenticated attacker to send a request with millions of fields. This can synchronously stall the single-threaded event loop, causing denial of service by delaying all connections. The issue is fixed in Tornado 6.5.8.
