Net::CIDR::Set versions before 0.23 for Perl contain a vulnerability that allows memory exhaustion and malformed set ranges due to improper validation of IPv6 prefix lengths. The vulnerability arises because the _encode method accepts unbounded prefix lengths, leading to excessive memory allocation when processing untrusted input. This can cause large memory consumption and incorrect behavior in set operations such as contains() and add().
