The flaw is due to improper input validation where anchor programs incorrectly accept any program ID when requiring the system program ID. This causes false assumptions in the program logic, potentially allowing arbitrary cross-program invocations (CPI) or payment bypasses. The vulnerability arises because the implementation treats the default public key as valid for both the generic and system program types, enabling attackers to substitute any executable account for the system program.
