CVE-2026-66797 is an improper access control vulnerability in Apache CloudStack's annotation functionality. It allows any authenticated user to create and view annotations on entities they do not own by bypassing ownership checks. This affects Apache CloudStack versions from 4.15.0.0 through 4.20.3.0 and 4.21.0.0 through 4.22.1.0. The issue is fixed in versions 4.20.3.1 and 4.22.1.1 or later.
