It involves an incorrect behavior order where validation occurs before canonicalization in the CSS sanitizer of the report theme. This flaw allows an authenticated user to craft CSS hex escapes that reconstruct the url() function, bypassing the sanitizer's blocklist and forcing outbound HTTP requests from other users' browsers.
