A vulnerability in the Linux kernel's TIPCv2 netlink interface allowed local unprivileged processes to mutate TIPC state without requiring administrative permissions. This issue was due to missing CAP_NET_ADMIN checks on generic-netlink operations that mutate TIPCv2 registers. The vulnerability has been resolved by enforcing the appropriate CAP_NET_ADMIN permission checks, aligning TIPCv2 behavior with the legacy TIPC netlink API. After the fix, unauthorized attempts to change network settings or key material fail with permission errors.
