This occurs due to insufficient validation of header values, enabling injection of characters like NUL, Line Feed, and Carriage Return. When these manipulated headers cross from HTTP/2 to HTTP/1.1 translation boundaries, they can be exploited for request smuggling, header injection, or response splitting.
